You can optionally download most data so MSFS 2024 works the same like 2020. Sticking with 2020 for that reason will not make you less dependent on cloud.

You can't optionally download anything in 2024 at the moment. If your internet goes down or you deliberately disable it while flying, the sim will throw up a warning message, followed by a complete halt less than a minute later until you re-enable internet.

[Edit]: The timeout is closer to 30 seconds until you get a forced pause if your internet is off.

[2nd Edit]: You don't even have to be flying. Simply sitting on the runway in an already cached area will trigger the pause with internet off.
