I've noticed an absence too that I may need to investigate myself, but generally for ground personnel to appear, a few factors have to be in play correctly:

1. The aircraft has to allow ground personnel to be used with that aircraft. There is allegedly a config setting somewhere (I have only seen some cursory references to it) that allows developers to disable certain aircraft or maybe even certain liveries from having ground personnel support it. 

2. Default ATC has register that you landed, and then has to assign you a parking spot.

3. Addon airports (as well as addons in general) have to be compatible with how MS/Asobo set up the ground personnel system. Some addons may interfere inadvertently, and in other cases, some devs may have not set up their airports correctly to see ground personnel.

 

How I wish they would leave 2024! Every flight, from the most remote, isolated airstrip you can find -- even uninhabited islands in the middle of the Pacific Ocean -- there they are, the 5 ground crew wandering about my little plane.

Yeah, I really want them gone. Let me call them if I need them. 

Actually I've grown quite fond of that dude with the little pushback trolley. He can stay. Pink slips for the others.
