About Volts: you should go for fixed voltage and start with 1.37 core voltage, there you can make your way DOWN.

For example, i run my 9900k on 4.9 (fixed clock) with 1.34 volts on air cooling (Noctua DH-14).

CPU-Z will give you how much your CPU runs with voltage, i guess over 1.4 volts.

My current BIOS readings: CPU freq 4700 MHz/Memory Freq 2132/CPU voltage 1.248v/memory voltage 1.212/CPU temp in BIOS 43c

Everything is in Auto. I think I have another homework to do to figure overclocking.

just forget about overclocking for now, we can do that later.

Lets keep CPU and GPU at default.

what addons do you have installed which are not using xml method? PMDG 747 and QW 787 are installed inside thesim, do you have another one?

That may be exactly the problem: when running on boost the MoBo will push the voltage too high on auto. He should use the stress CPU of CPU-Z and look how high the voltages will raise. High voltage will also stress Cache and RAM and make the system more unstable.

I am trying to reset everything to default in BIOS. I am not sure if it is now (CPU freq is around 4700 all time but default is 3.6 and nothing is running). Everything shwos in auto. 
ORBX global range, Vector, NorCa, FlyTampa about 5 sceneries. DD, FSDT... So about 20 sceneries. I dont use xml method. 
No PMDG, the only addon plane is QW787.

Ok. I will install CPU-Z again. I may need to do more research on how to adjust BIOs setting then if Auto is not necessary is good option.

there is something wrong with the cooling, 90+ at stock is way too much. the vcore didn’t exceed 1.1v which is ok but the temperatures are on the roof.

Temps are around 40c if I don't fly. Is it possible to be an undervolting issue? Also, is there a way to check if the cooler is still working properly?

what cooling are you using?

My 9700k with stock never reached more than 60c at 1.2v. You are hitting 90+ with lower vcore. I know you have HT but still is too high.

Those are normal temps for extreme OC and you could damage your chip

your MB is gigabyte and you have a Corsair H115.

Go into your BIOS and look for SmartFan 5

Make sure you select on each fan (CPU fan 1, MB fan, CPU pump etc) speed control “full speed”. If you don’t do that your radiators fans won’t be controlled by the iCue software and under heavy loads they will not spin faster.

Are controlling your fans speed with icue software?

Yes, the Fans PWM section coupled with your temps is troubling and are a likely source of problems.

In looking quickly at this https://www.anandtech.com/show/14047/the-gigabyte-z390-aorus-master-motherboard-review/3 it shows a fan config page in the BIOS much like the one on my MSI Carbon Z390 board. I had to go in there and configure each of my CPU and case fans for PWM mode, tell it where to draw the temp from (I configured all fans to be controlled by CPU temp) and then give it a curve, I have all fans achieve 100% speed at 75C. At those temps, you should be able to see/hear your cooling performing at max capacity, really it should operate at max performance by the time you get into the 80s; I set 75C to be conservative.  The same logic applies to liquid cooling pump speeds, and I'm guessing you have case fans as well as one or more pump motors that are controlled by the same interface, so make sure they're all working as intended and, when in doubt, run it all at 100% at least to test.
