If you want fluid POV Hat panning, map the controls as quoted above.  Use the commands that do not say "Lockable" 

It works exactly like it always has in other sims.

It was possible in the Beta, and pretty easy to do. I haven't got the real deal yet so i don't know now.

I think the problem is that a lot of the peripherals with default profiles are getting mapped to the "Cockpit Camera Quickview" commands. These are the ones that snap back and forth. If you go into the Controllers setup bindings for your controller, look at how the Cockpit Camera commands are set up. The hat inputs are called "POV". Delete the current bindings for the 4 POV directions. Now change the Command filter to "All" so you can see all the input commands. Do a search for "Cockpit Look". Map the 4 Look directions to the Hat. Save the Profile. I think this will do what you want? If this doesn't make sense just let me know. Rick

Cockpit Look Command

Because the camera system is so different MS should have published documentation on how to set it up.

It took people in the alpha a while to wrap their heads around it. Once you master it and have it set up it is pretty good. The other advantage is that your settings are automatically stored in the cloud.

Not knowing 100% if it'll work, I built the camera / drone control unit anyhow, in full anticipation / expectation that the camera can be controlled via analog HID axis. This is the device.

I have the hat switch on my warthog joystick mapped so I can pan around the cockpit.  Just map the cockpit look options to all eight hat directions independently and voila!
