Your examples don't mean the German government wasn't involved.

I meant they will be sourcing imagery from not just Bing but directly from imaging partners

I don’t know the exact reasons for certain, but multiple airports are deliberately blurred out in Germany, and every one that is has some kind of military connection, even if the military component is only a small detachment located at a far corner of the property. 

There would be no logical reason for Bing to just arbitrarily blur out certain airports in a particular country. They would not do that unless they had been specifically asked to by someone in a position of authority.

Not all mapping services follow the same policies. Such requests are not always legally binding on the provider especially if the provider is based somewhere else. If the request had also been made of Google, they may have made the business decision to ignore it, while Microsoft may have complied in order to maintain good relations with a country in which they do a lot of business.

For many years, major electrical substations that are part of the New York State backbone power grid were deliberately blurred out in Google satellite imagery, and I know for certain that in that instance, the request came from the electric utilities that owned the facilities. Apple Maps did not blur the same locations, and beginning about a year ago Google stopped doing it also.

In the case of Google, in the US at least, private individuals can request that their homes be blurred out in Google aerial imagery and in their “Street View” ground-level imagery. In that case, the company is legally obligated to do so.

The same here in Germany. Google downplayed the amount of people who wanted that done, but then they stopped adding further areas in Streetview. If you look at the european map and the Streetview coverage it is very apparent that this caused them to drop the idea of covering the whole country.

Some Germans are strange when it comes to that. Especially considering that a blurred frontal view of your house is totally pointless the moment the entire premise gets scanned into 3D and shows up in clear detail on Google Maps. 😉
