Yes, they have to do that manually because Bing‘s water imagery is a mess in many places. That‘s the main reason. It’s not about tides. Wloch only mentioned this to give an example of why it can change (trailer vs release version). He was only talking about Arcachon Bay and not about the world in general. There‘s a thread in the official forum with some nice screenshots of areas where we already have shallow waters. Some of the places seen in the trailers already have it, others don't. Edit: I've just found this video on the official forum. I don't know if it's a preview or if all these places already look like that. Notice how also the waves are looking better, more realstic in their preview shots? I don't think it's just more wind. The waves look less like a pattern and more defined, even from higher altitude. The breaking waves on shores that you can see in the videos are part of Bing’s areal imagery, so they may look nice but they‘re static as far as I know.
