Today I've seen both the breaking waves (not static) on shore and waves with whitecaps (variable - the whitecaps are not in the same place each second, if you can get what I mean...)

There will likely be some code to tell the system to not overwrite the areas that were done by hand.

Those spectacular shallow waters that were shown in the announce trailer are present in the release version. They are in the Dahlak Archipelago (the flamingos place).

Here's some more comparisons (top: trailer/screenshot; bottom: release version). As can be seen, some areas already have watermasks, others not (yet). I personally can live with that. I think it looks fantastic. Absolutely worth a visit.
