August 30, 20214 yr FSX-SE works well with both of them. Though the actual choice is yours, it would make sense to use an OS that is supported by Microsoft until January 2025 instead of one for which support ended in January 2020. Edited August 30, 20214 yr by Reader

August 30, 20214 yr Win 7 support from MS did end in Jan 2020 so over a year ago. However this means that you wont get the frequent Windows support updates and its likely that any AV software you have running may not continue to support Win 7. Having said that, if you have Win 7 and you can run FSX SE and you're not dependent on being connected to the web, you are probably perfectly fine to continue running that sim on Win 7 and continue simming. I still have mine around for flying the PMDG MD-11 on a Win 7/FSX machine and it runs fine.
