This is the third thread about this very issue.

To all those who experienced this unpleasant occurence, please follow this simple method suggested in another thread by a user: Open MSFS in Normal mode, open the Developer Mode, Save the Settings, Quit to Desktop.

Restart MSFS and it should not show that screen again. I had this too, was ALWAYS closing my MSFS with "Quit to desktop" and never had a CTD or a crash of any kind, all my add-ons are up-to-date, so that message was clearly a bug.

I also performed several flights in Normal mode after this message (before implementing this simple solution above) and had no issue whatsoever.

The above is NOT working for me when starting using a shortcut.

If I start using the Steam client, I do NOT get the Safe Mode prompt.

If I start using a shortcut, I DO get the Safe Mode prompt.

Doing the above dev mode stuff does NOT change this behaviour.

My recommendation is to start using the Steam client or the MSStore (or XBox App) client.

Then I followed the link above that you posted. 

I was unaware of the Reliability History in W10.  Once I reviewed it I found a clear list of the issues I had been experiencing. The exact dates and times.  Virtually all were tied to hardware monitoring apps from Corsair, Corsair 4 and Corsair iCue.  On the 10th of September I disabled both of those Corsair apps from starting with Windows.  I have not had the stated issue since that time.
