It's born of frustration at the "old system" which causes these problems somehow.
If the solution that you promise does indeed work then no one will be more pleased than I will be. 
Some of the "snark" is also a result of your assertion that the current solution to many users' problems,
should be avoided.
Most of the issues encountered when installing a new addon are indeed most often resolved by deleting the
Content.xml file and/or the scenery.dat files and there is a wealth of anecdotal evidence that this has
solved the problems.

It works without, but be aware that some addon-ons like navigraph do still need this file for install purpose, until a new version comes out.

I'm glad we can still control load order, as I have my own personal scenery package which both adds and removes things, and to remove something my package needs to load after whatever package has the thing that doesn't belong (for example, the very amazing VFR addon has one antenna that no longer exists IRL in my area, so I removed it with an exclusion rect).

The current version of the Navigraph Data Manager for MSFS requires content.xml to be present. They have already said they will modify the manager to work with the new system, but will not do so until SU10 is officially released in August.

You don't need anything exotic like content.xml to deal with this: just name your package alphabetically after all the rest. Anything in community already loads after everything in official, and then alphabetically. So name the package zzzzzzzz-myexclusions or something.

The load order is in the SDK documents in the VFS article.

I make changes in Addons Lilnker for particular flights in likely less than one minute as the management is continuous over the range of flights.  If you can complete flight plans that quickly kudos to you, SE!
