That said, it's partially tied to Terrain Level of Detail. Simply bumping it down to 200 increases performance and resolves a lot of stutters. There's something definitely wrong then, even at 200 I can't get over 22 FPS and the CPU bar is completely red.
June 25, 20232 yr Author Got a new motherboard (Asus ROG B650E-E) and a 7950X3D today just to test it. Did a clean Windows install and installed all the corresponding drivers. Surprise surprise, exact same thing is happening. GPU is fine, CPU is pegged and frametimes go through the roof. Compared directly to some benchmarks I found on YT and my performance is significantly worse using the exact same settings. Don’t know what to say 😶

Don’t know what to say 😶 Your new cpu and motherboard shouldn’t affect performance, unless the older ones were defective (it’s even debatable that the 7800x3d will perform better because its single ccd has 3d cache vs the 7950x3d which has a second ccd without 3d cache). I have no idea what’s wrong on your end. Can you please record new tests using Riva Tuner to show how’s your hardware behaving. Not only are my FPS lower, it's also very stuttery compared to the smoothness of both the comparisons.

AFAIK frame generator doesn't work well with frame generator. 3 - As the internal frame counter only count half of the frames (when FG is on) I'd say your FPS are ok. What's killing your experience is because it is really stuttery.
