I have an i7 9700K with a RTX 3070 in 1080 resolution. Wanting to increase my performance.

Which option will be best for FS2020, 1 or 2 ?

1.  i7 9700K with a RTX 4070

2.  i9 14900K with a RTX 3070

The long term pick is the 14900k option. You can upgrade the gpu later in the year. you should get by with the 3070 for now in 1080p

I'd be going CPU before GPU with that config.

5800X3D - Strix X570-E - 32GB 3600Mhz DDR4 - AMD RX 9070 XT- Samsung 980 Pro x2

I’d be trying the Frame Generation mod before I spent any money on a CPU or let alone a 4series RTX

i5 10600KF, 32 GB 3200 RAM, ASUS 4070 12GB EVO, Asus ROG Z490-H, 2 WD Black NVME for each Win11 (500GB) and MSFS (1TB), Rolling Cache 16GB, Photogrammetry always OFF, Live Weather and Live Traffic always ON, Res 2560x1440 on 27"

Yes, let's try Frame GENERATION and DynamicLOD mods, there are many people who are saving money, having great performance

Option 3

AMD Ryzen 7 7800x3D

If you are not looking to increase resolution as well you can keep the GPU you currently have.
