Software: latest Windows 10 Pro, P3Dv4.5+, FSX Steam, and lots of addons (100+ mostly Orbx stuff).

Yes, and that's exactly what I did. The end result?  Artifacts on MY system. And based on my experience, fixing "bugs" oftentimes results in other bugs. In other words, if it ain't broke, don't fix it.

Software: latest Windows 10 Pro, P3Dv4.5+, FSX Steam, and lots of addons (100+ mostly Orbx stuff).

Tried different stuff in the last weeks instead of enjoying the sim... including FG on my 3080Ti FTW3. I was not in the end happy with the FG issues and DX12 Beta issues, they are not really mature and well considered in MSFS.

But I balanced the sim settings (for example DLSS+DLAA on my 4K monitor, 50% refresh rate with VSYNC/G-sync, NVCP capped at 61fps, HAGS off, DX11, texture resolution on High, TLOD 100, OLOD 150 fixed, the rest are mainly on Ultra, disabled GameBarPresence and windows news and so on) but what really also helped was to to turn off the SMT on my 5900x, MSFS really do not like multithreading...and many times I saw the message with the limitation due to the main thread, so I have turned SMT off and increased the CPU boost an all cores. I do not use AI traffic.

I also set the Fenix to use the CPU for rendering.

I thought the Frame Generation Mod only worked on RTX cards eg 2xxx and 3xxx series.  Your signature says you have a 1070ti which is a GTX card is it not?

Mod works great on my system which is a 3080ti and i9 9900K.  Does indeed add 50-100% to my frame rate an improved and very noticable smoothness when using TrackIR

Apologies. My signature needs to be updated. I have a 3060ti running with the steam version of MSFS Premium Deluxe.

P.S.
A mystery to me..... my i7-8700K runs MSFS fine. In very busy airports such as KSFO with Just Flight Traffic, Turbo Arrow, FSRealistic and GAIST ships running in the background as examples, it gets about 30 fps with negligible stuttering lasting a second or two in one place. I'm not exactly sure why others pay the big bucks to upgrade their CPUs to get higher fps. I figure maybe I'm just not one of those gifted with the ability to appreciate higher fps rates? Or maybe, others just don't know how to effectively balance and monitor their CPU and GPU settings...or I'm just missing something....

Personally 30 fps is not great. I've used TrackIR for close to 20 years and can categorically state I van see the difference between 30 and 60 fps. Head movement when looking about is so much smoother and natural. It has twice as many frames being displayed so naturally it looks better. Perhaps less notable if you just used fixed static preset camera positions. 

The frame gen mod has allowed me to easily get 60 or more fps at 4K and most settings maxed. I also run the AutoFPS mod which changes the TLOD value in real time

I think people have different “FPS-tolerance”. There was a great discussion recently re: 30 vs 60 FPS. I used to lock at 30FPS for years and was happy with that. Now I prefer to lock at 65 FPS. Of course a lot of people with high-end rigs will swear 60+ FPS is needed, to the extent that someone jokingly dubbed that a syndrome 😉
