II'm guessing it's just the way the scenery has been deisgned. I do not know why some do this and others do not, but I agree that it is somewhat frustrating. Interestingly, there are times when I have actually been able to enter a terminal building with the drone camera, but then been "bumped up to the roof" on every subsequent attempt. I remember this happening at the hand crafted version of LSZB Bern. There is an avatar mode for a reason, and that drone camera is fun to use as an exploration device.......including terminal and hangar interiors. It is also extremely handy for beta testing purposes.
