I have the vsync issue as well, although unless my first test is a red herring, I only seem to have a problem in the VC. I didn't notice any tearing from outside the cockpit. Another tell is that in DX9 when vsync is working, and with the 1/2 refresh rate in NI, I see a limit in-game of 30fps. After going to dx10 this jumps way above 30fps.

 

The only other issue I have is fraps seems to be capturing a black screen now when taking screenshots. Hopefully that one is easily resolved by using an alternate program.

I set my vsync to 1/2 refresh and limited FPS to 30 within fsx and I have no tearing although still not sure if 1/2 from nvi really works.
