I couldn't bring myself to turn off HDR. i mainly get 30FPS locked 90% places with addon aircraft.

I'm not seeing a huge increase, but my system is pretty dated anyway. I do see a minor increase from about 3-4fps though, but the scenery I'm using is pretty heavy.

In non HDR I've had a good increase. HDR not so much.

Sorry, I think you misunderstood me earlier. When I said resize your XP window, I literally meant make it smaller on the screen, I wasn't referring to resolution at all. If as you make it smaller your fps increases then you are GPU bound. It's just a quick way to isolate your likely problem.

Nope, no misunderstanding.

I do that all the time and it's, strangely, not been impacting FPS for me.

What screen resolution?

Using any add-ons and where are the 10% situations where you're not getting 30fps?
