So I went to open up FSX to do a flight and I saw that Steam was implementing an update and part of it was to help stop some of the stuttering in games.  I have been experiencing stuttering and at times some severe stuttering.  Well I went ahead a flew a one hour flight and to my delight "Zero" stuttering.  I assumed it was because of my Orbx scenery that was the problem.  So what ever they did seemed to work for me.  Hopefully it will continue to work.  Thanks Steam!!

Was this an steam launcher update or FSX SE update?

There was a steam update today not a FSX:SE update.

I agree.  P3Dv4 took FSX to 64-bit and Dovetail Games is working to develop Flight Sim World, which is also 64-bit.  Other than add-on aircraft, scenery, etc., I don't see additional development of the old 32-bit FSX/FSX-Steam sim.
