Regarding AA :

Only SGSS is working in P3D

Use the same value for SGSS as AA in P3D.

Would that be regardless of whether the P3D setting is xMSAA or x SSAA? Or does this apply only if xSSAA is being used in P3D?

Depending on your video card 4xMSAA & 4SGSS will look amazing, but your frames will drop when flying in heavy cloud cover. I'm going to assume that with a good video card you should be ok. You can always go with 2x, but it doesn't look as good on my system.

What you don't want to do is use 4sSSAA then add 4 SGSS, because I'll bet me years of experience that the performance will suffer dramatically and you will get stutters. GUARANTEED!

So, from a performance/visuals perspective, which do you think would be the better option....4xSSAA alone in P3D,, or 4xMSAA in P3D with 4SGSS in NI?

Inspector works, only if you enhance the ap & use SGSS. As Gerard stated match the MSAA setting.

4xMSAA in P3D with 4SGSS will give you the best visuals and best performance. You can check higher settings if your system can handle it. But, because P3D is still primarily CPU dependent, I doubt that higher will give you acceptable performance. My P3D v4 fps are locked at 30.

1 thing I do find is that setting the FPS locked to 30.5 via NV works best for me. If this is done via P3D I get the stutters.

Try to create a flight plan in P3D v4 and tell me what happens. When I set fps outside the sim, for some reason I have issues with the flight planner.

Also do you have HT enabled?

I feel that is better to set a locked fps in the sim, then add FIBER_FRAME_TIME_FRACTION=0.12  tweak. Performance is good without blurries.

I don't understand the question.

You don't need Inspector to get AA working in P#D v4. However, if you want better performance with better visuals you can use Inspector. It gives you more options and allows you to get rid of those shimmering objects without using SSAA in P3D.
