Yes same problem although when flight is loaded to the runway and not cold and dark, i see in the text boxes when showing that IFR was requested and instructions given at the top of the ATC messages!

My ATC is probably the only thing that works as usual after SU7.

You should have a program called "Navigraph Navdata Center". If not, you either don't have Navigraph or didn't update it for a looong time.
