Leave the cats alone. If a cat can go out safely, he/she should. Its natural for them to have a territory, good for their psychological health.

It's not just Iceland that is limiting what pet cats can do. In most cities they aren't native and are causing problems for local songbird populations, among other animals.

I have four cats and they have the run of the neighborhood.  They spend most of their time indoors sleeping.  We have three outside doors with pet doors installed so they can and go at will.  One of them goes next door and sits on the neighbor's porch.  When the neighbor is out there he jumps up on her lap and she pets him.  She has no pets of her own so she shares ours.

The advantage of having indoor-outdoor cats is not having to have litter boxes in the house.

They know how to treat cats in Rome.  Here's a great place to spend a few hours with our feline friends...  https://www.fodors.com/world/europe/italy/rome/experiences/news/meet-the-cat-ladies-of-rome  . Every time we're in Rome my wife and I stop by for a visit. Highly recommended place for any cat lover.

What a coincidence, my wife and I go to Gatti di Roma Torrey Argentina every time we go to Rome.

I don’t know if you ever went into the room where they keep all the kitties with special needs, but we fell in love with Giotto, Calibano, Grumpy and Motzart. Unfortunately Giotto, Calibano and Grumpy, otherwise known as the “basket gang” due to them usually sharing a basket to sleep or cuddle, all passed away within the past two years. First it was Giotto shortly after we saw him when the pandemic started, then Grumpy passed last year and Calibano a few weeks ago. Mozart is still alive and doing well considering his condition.

My wife and I own cats and have always loved cats, so we were happy to find this place on our first trip to Rome many years ago and always visit multiple times during trips there and leave them a donation for all the work they do.

They have a Facebook page called Gatti di Roma should you be inclined to follow them.

Its very cat specific, some cats hunting instincts are powerful no mater how much you feed them and bring all manner of "presents" home. Many cats not so much though. 

The primary instinct for a cat is to form a territory. Its what they do, form a territory and patrol it every day, expending energy in the process. Evolution designed them that way. When you keep them in the house that urge is supressed.

Many cats adapt reasonably well though, my cat is handling being inside okay, apart from every now and again when his adrenaline tanks are full and he needs a 10 minute burst of play. That's the time to break out a toy and assist them with the release of energy. If you don't... you might find you become the play thing and when cats play they assume that, like them, your nerves are deeper in the skin and that you have a layer of fur too. 😲😁 

Happened to me this very morning, literally 30 minutes ago. He suddenly started freaking out and attacking an imaginary "thing" in the rug. He then decided that I was the appropriate play thing, assumed the appropriate feline martial arts stance and edged toward me. Being an experienced cat owner, I deflected the initial strike with a cushion and quickly made my way upstarts to where is toy "mouse on the end of a string" was located. I dangled it over the edge  and he was up the stars like one of Elon's rockets. 😀 Ten minutes of mayhem later... not interested, time for a sleep.

True enough. Its all very well for me, in a part of the world where the only real threat to Mr Cat is automobiles and the occasional evil human, to preach that "cats should be outside" but when you live in a part of the world where there are deadly snakes, insects and mega big scary wild cats, its clearly safer for them to be inside.

However... I might say that if a person lives somewhere close to a busy road or in a part of the world where there are deadly wild animals that could kill a cat, rather than buying a cat and locking it inside...     don't buy a cat in the first place.

In my case, all of my cats have been allowed outside, (including the one we have now) cat flap at their disposal. Having moved recently and in a rented place that's not appropriate for an outside cat he is temporarily inside. As soon as we can though, he will be allowed out.

We were lucky enough a few years back to have a friend whose daughter was a volunteer there (she's a vet). She gave us the whole VIP tour(s). I just love that place. If we could afford to live in Roma (which we'd love to do) we would surely volunteer to be foster parents... http://www.romancats.com/torreargentina/en/volunteers.php  .
