Low fps on big cities with 4090.

Download Core Temp and post a screenshot showing your CPU temps while flying in a big city with low FPS. As I said before, your problem seems to be CPU heating and throttling.

No way should your temps be closing in on 100C with AIO liquid cooling.

agree, i don't know why..

You need to fix that heating problem. Can't you take the PC to the guy who built it and show him what's going on with those temps?

I notice you getting 1.38 or 1.39 volts on the cpu.  That seems...a little high.  I thought most 13900 guys even clocking were no more than 1.36v typically?  Some are running even lower than that it appears.

no i leaved the city where he built it, but i can try doing things by myself.

I'd go into BIOS and see if it has any settings for CPU voltage.  I don't know what BIOS you have but...look for anything that is custom-set, a typed value for cpu voltage, for example.

Worst-case scenario, you reset the BIOS to factory defaults. 

In fact the more I think about it, the more I would just go in and nuke whatever changes your builder made in the BIOS.  You and none of us know exactly what changes he made in there and where.   I think he did an overclock with a super-generous voltage, and there's little to no benefit to doing that with a 13900K with all of its cores and MSFS. 

After that then you can get your XMP profile set up and get the performance going.  At least you won't be heat throttling anymore.

Alternatively you can call your builder and see if he did in fact change the voltage.
