Fun experimenting/tweaking. Your settings are quite high and even higher than those in Word Not Allowed's Guide. Would you mind providing your specs. The only thing I see is you have the GTX 680. Most of us have been putting our system specs in our AVSIM Profile and it appears on the left sidebar as My PC.

 

Comparatively, here are mine. Right now I'm easily getting 100 plus FPS when in spot view with the PMDG737 over MegaScenery and 40-60 FPS in Orbx/FTX PNW territory and inside the cockpit of commercial aircraft addons.. Clear, crisp graphics and a joy when flying. I have no tweaks except highmemfix=1 (and that really isn't a tweak).

Yes the settings are a bit high but if any of them bite me it would be the LOD=7.5 but seems fine with my recent build. Running a 3770k @ 4.9 with 2133 ram and a 3rd gen SSD. Thanks for adding the other settings that I know also effect performance and quality. That said mine are almost the same as yours except that you are running at a higher resolution.

 

BTW I added DisablePreload as it was recomended to fix the tearing in DX10 fullscreen. For some reason it works.

Assuming you guys are both using Inspector and set up according to Kostas or Ryans guide, why do you both have AntiAlias checked on in FSX if that is being handled by Inspector? Does doing so give and increase, decrease, or no change in performance?

 

In Kostas guide he has it unchecked in FSX.

We both have DX10 turned on. FSX only sees the Application settings for DX10.

Yes, now I remember that setting. No tearing issues in my DX10 so it's strange that you would get them with a better system than mine. Oh wait! Your fsx settings are much, much higher than mine so your FSX is having issues rendering, thus you are getting the tearing problem. This is one of disadvantages of having high fsx and display driver settings.
