I ran into that and had to send them photos of my DVD case with the key code in it.  Took a couple days but they reset my activation quota.

I have the download version, I included 'proof of purchase' receipt from PMDG dated back to 2011, my account has it listed  - it get's back to the length of time it takes for them to reply.
