Do not understand how useful that will be as there are many tall buildings in neighborhoods, etc. Maybe erect a 400 foot control tower in every neighborhood so the pilot(s) can have continuous visual contact? If you have to follow the drone in a ground vehicle, wouldn't it be just as easy to put the package in that vehicle and deliver it? And if you are following in a vehicle, it would be a two person job, one to fly the drone and the other to drive the vehicle.
