Why when I start my REX 4 does it tell ME I have to update? I'm suppose to know that?

Not sure what you mean entirely, but it's probably telling you an update is available.  What's the issue with that?  It's helping you.

Slightly off topic here,  but when I first got Rex Texture I had to update the textures to the latest build,  I spent about 2 days trying to update but every time I got close to finishing either my update would stop or something would block it.  I found the best way to do it was to re-download Rex Texture from the site,  and yes it came with the latest build.   A long winded way of doing it but completely hassle free
