This is Orbx payware - done by Bill Womack back in the day.  I'm not certain but I believe you need the Orbx PNW region for it to work.

Bill is the guy who did plum island, 100 dollar hamburger type airports for New England.  Here's his blog site

This is the Legacy V2, correct? I have the V1 and would love to get this GPS stack working with it.

It is v2.  You can't get a native gauge bezel with version 1 but you can get a modded GTN to sort of fit inside the default gps500 screen and then use a GTN 2D popup for full functionality 

Either RXP or F1 GTN unit will work.

Go to the F1 forums (simforums) and in the GTN panel config thread I think there's a few examples and how to do it

You'll have to email Sean if you have v2 - and yes there is a P3D v4 version.
