This is a GIF- image that supports the change of frames. I did this in Photoshop, but for this there are excellent free programs with which you can easily make similar pictures yourself. One of them is called Sqirlz Water Reflections. In Google you can find software, examples of works and training materials. The program will add rain, snow, circles on the water and reflections to any image. You will master it in a few minutes.
