The markets haven't had a chance to adjust yet, those surplus aircraft are still in holding and will be for a little while, the ripple effect is still months away. For an airline to cancel an order has a cost associated to it however picking up surplus also saves money and means immediate delivery rather than waiting for new aircraft. Also when an airline that has orders goes under also effects orders and deliveries. For MAX customers with orders a long way out they may find it cheaper to cancel a MAX order and pay the penalty, then pickup surplus A320's to have them in the air right away, that can be more cost effective compared to waiting.
