Terrible FPS no matter what I do on good system

As of today, I am having horrible FPS in P3D v4.5 HF2. Even at the lowest possible settings, every single slider and setting at minimum, I'm getting no more than 8-9fps. Before, I could run medium-high settings at great framerates. I've tried letting the CFG rebuild, I've tried letting the folders in Programdata and Appdata rebuild, reinstalling drivers, all to no avail. I have a system that is more than capable of running P3D at good settings, so I have absolutely no idea what changed. I do have the usual slew of addons, PMDG, full suite of ORBX products, tomatoshade, reshade, REX, active sky, airports, etc... But it hasn't proven any issue at all until suddenly today.

I must also mention that whenever I enter slew mode, or I press "p" to pause the sim, my framerate jumps to high, normal levels.

256GB M.2 SSD running Windows 10 Home 64-bit

I'd start by looking at CPU and GPU utilization and process load.  Look for any other high-demand processes running, like a Windows update, antivirus scan, or search indexer running in the background.  What does per-core CPU usage look like?

Disabled all unnecessary tabs and such, disabled antivirus and firewall, and my GPU usage sits around 8-12% and CPU usage sits around 15-18%. The framerate still sits around 8fps. It’s clear they’re both being underutilized even on the lowest possible settings. But when I run stress tests, like Prime95, I get all cores up to 100%.

You have anything pending from windows update? Sometimes that will hang heavy in the background 

Is everything else okay on your system?

Just for grins, delete everything older than today from your AppData\Local\Temp\ folder. I just spent a couple of hours because something in there was making my system sit at the "Welcome" screen for a long time after logging in before showing the desktop.

No. All Windows features are up-to-date.

As far as I know, everything else is okay. A full antivirus scan on windows defender revealed no threats. I deleted everything less than today from the Temp folder, but unfortunately, that did nothing. Unfortunately I think the only course of action is the grueling and tedious process of re-installing P3D. I will let you know how the default sim, with no addons of any kind, behaves.

I did not, no.

 

Also, out of sheer curiosity, I downloaded a fresh copy of the latest version of P3D v5. No addons, no tweaks, nothing. Just a fresh installation. To my dismay, even with sliders on the lowest possible settings and display settings on the lowest possible settings, I'm only getting 12-15fps in external view and a little bit higher in the virtual cockpit. I'm beginning to become frustrated. 

I can run Flight Simulator 2020 on the "high" settings preset and get 40-45fps! Not sure why P3D is being so horrible...

If you didn't run through the "delete generated files" process as part of your uninstall, then it isn't really a fresh installation.  P3D leaves a lot in place when it's uninstalled to facilitate version updates...if there's something in a config file or a boogered-up add-on, it'll still be there after a reinstall unless you delete the generated files.

You can use the Lorby-SI P3D Addon Manager to take a snapshot of your config files and restore them afterwards with a single click.

I did run the "delete generated files" shortcut before uninstalling and then removed any leftover folders in Appdata, programdata, etc.

When paused or slewing, I still get extremely good framerates.

Hope you're able to solve the issue without too much trouble! Just some brainstorming here...

Any competing/conflicting graphics settings enabled? I've run into a few particular combinations of settings that can grind the sim to a halt (setting 8x SSAA in both nvidia control panel and the sim for example). I took me a good few hours to find the best graphics settings between both the control panel and P3D that yielded the best performance. You said good framerates when paused/slewing...any stutters with moving the camera around? Have you experimented with adjusting the graphics and display settings in-sim to see how it responds to different settings?

Did you install any new addons between now and the last time it worked correctly for you? Have you tried deactivating sceneries with Lorby-SI Addon Organizer to see if you get better performance? I always deactivate any scenery that is not directly part of my flight experience for each session; when I had my older CPU I found this made significant difference. There is no need to be loading 4K ground textures for an airport you're overflying at 40,000ft. I also found this practically eliminated all scenery-driven CTDs mid-flight, by way of reducing the number of opportunities for third party addons to hang & crash my sim.

Could your hardware be failing or have a loose wire somewhere? Any other programs showing equally degraded performance?

After having a stable sim with fps locked at 30 for a long time, I got much lower fps some days ago, 12-15. I see that you have much ORBX scenery. Yesterday I ran verify files on most of my ORBX scenery, and afterwards I was back to 30 fps. Have you tried to do that?
