In windows 11, using Windows security, it always doesn't want to run anything from Toga, I just tell it to go ahead. Virus scanners use a number of methods to evaluate a file, and reputation is one of them. Files that aren't in their database get a lower score, which then can trigger the warning. It's not necessarily the file is malicious, it's just that they haven't seen it enough to know. I think you need to pay Microsoft to get your files cleared, virus scanning is a grift nowadays like everything else to do with Microsoft.
