It's broke and needs to be fixed. I flew a Vatsim flight in this area. Overcast remained overcast until I was well south of Indy... as real-world weather data indicated it would. It did not "evaporate"; there was a solid overcast for a good 30 mins. I don't doubt some people are having some trouble sometimes... but clearly the sim is capable of this, it's not entirely "broke." Andrew Crowley

The sim is capable of it because Rex Weatherforce nails it every time I've used it, where MSFS live weather often doesn't.
