It works with or without Vatsim controllers (integration). 

There is a display so you always know whether you are talking to AI ATC or Vatsim controllers.

There an AI copilot who can takeover at any time and talk to any controllers, and/or set frequencies for you.

The AI copilot can assist by recalling instructions or generally assisting with the flight. Such as avoiding bad weather or advising: "Too high, need to descend to XX by YY" etc

There's a Text log. And it can provide a helper to read back a clearance or taxi instruction etc.

There's are Options to display small arrows or directions to help with taxi.

Are saying you wish that existed or it does exist? I don't see any product mentioned.

What's it? Confusing topic. As are all ATC topics lately.

Not sure what you mean by 'What MS/ASOBO should be working on'  with regards AI ATC, because everything in your list has already been brought to market by two brilliant companies.   There is no way MS/ASOBO will try to recreate that wheel.  The more likely scenario is they will integrate either one or the other into the sim as default ATC at some point  and retain the team of developers as they have done with other payware products like Flight Control Replay

Well, at least in MSFS2020 you have: 

An AI copilot doing all you mentioned. A Text log is available, although bugged. And you can turn taxi ribbons. 

If I am not wrong, no AI pilot in MSFS2024, at least I havent found it yet.
