The RealID requires one to prove that they are in the **country** legally.  State residence isn't involved, although to get a driver license from a State you should be required to demonstrate that you actually reside there.

I don't understand what the problem is.  Most countries have residency requirements in order to work, rent property, get a driver license, get healthcare and welfare benefits, etc.  Should we be different?

You seem concerned about the State vs Federal govt. issue as it relates to an ID card.  Are you saying that the federal govt. should issue these IDs and keep the States out of it?  I know that a lot of people are opposed to a national ID card.

Yeah, it gets funky here due to the federalist system whereby the States are somewhat sovereign and do, or should do, most of the actual governing. 

Unfortunately, the Federal govt. usurped a lot of that governing power a long time ago, which has led to a lot of the strife that we've had over the past 50 years.
