I suspect it's your BIOs config. Go into your BIOS and reset everything back to "Optimized Defaults" with the only tweak your RAM set to EXPO1 (if your RAM supports it), and try again. I had the same issue after applying all of the AMD Gaming optimizations thinking those would benefit FS but it had the opposite effect. It seems those may work well with other games but MSFS 2024 in its current state hates them.

I have the 9900X3D and in NYC with Samscene NY + detailed JFK, LGA, and EWR + BACT set to 10 I'm getting never before levels of FPS / smoothness. 

 

 

My understanding is that OP has one of the best CPUs on the market, but is using an RTX 2080. Is that correct?

I don't understand why the OP should expect extremely high FPS with the RTX 2080, even at 1080p.  According to this benchmark, the RTX 2080 is close to the RTX 3060 Ti, which is what I run, and I am getting about 30 FPS when I play MSFS 2024, albeit, I have capped the FPS at a maximum of 30 FPS.

RTX 2080 is probably a below average graphics card today, with the 5000 series out.  There is a mismatch between the CPU and GPU, and 30 FPS is about right at 1080p, if the GPU is the limitation.

Definately an unbalanced setup.  With MSFS it is mostly about the GPU IMO unlike the CPU in the past.

A 4070ti / 7900x seem to be great fits.

I'm running a 2080 card in 2024 with no issues. I know I can't set everything to ultra, but high enough to get a pretty decent looking graphics and great performance and almost no studders. It's just a matter of how one optimizes their system to run. I fly all the tube liners, but I prefer the Helos and props exploring the areas outside of dense cities.

My point being that you don't have to own the latest and greatest cpu and gpu hardware to run 2024. 2024 will run great on a modest system if you set it up correctly. I'm good to go until maybe 2028 release, then I'll evaluate if I need to upgrade new hardware. Not just to brag that I own the best of the best.
