I don't see the pedals moving at all.. perhaps a double bind?

Yeah, they are moving. Things I would do 

1. Remove all addons (you have done this)

2. Updated Fenix (Assuming you have done this)

3. Removed all Fenix liveries

4. Check to make sure Active Pause didn't toggle on somehow

5. ??? No idea what else to try besides reinstalling (first Fenix, then the entire sim if necessary..)

Just looked at the Developer mode, debug/aircraft/wheels, and with the brakes off it is registering 22% on left and right brakes, I am stumped...

First, make sure the chocks are removed (EFB)...a number of addon panels set the brakes internally to simulate chocks.  And I've also seen flat tire simulation use an internal brake input to simulate the drag.  If the panel has a maintenance/failure control feature, make sure you don't have flat tires due to previously overheated brakes or such.

I use a utility available on the Leo Bodnar website called DIView to inspect the raw inputs coming from my input devices into Windows.  You can see there if you have a controller making an unintended input.

Last, in the past I've had MSFS 2020 do some weird things with phantom axis inputs--cycling through the control configurations in the options page and re-saving cleared it up.

...I agree to this Topic - since two months I have the same Problem with FBW A 32 NX. Taxiing is not possible - after a few meters and using the thrustmaster t-flight pedals - the simplane stops - and does not move anymore. I contacted FBW - no reply ... There are no double bindings between stick and pedals. I checked this more times by changing and deleting the profiles - no positive result. Other simplanes - no problem with the parking brake. Thanks for any advices..... . Chocks are removed - also other utilities that can cause this malfunction.

I have had this problem occur randomly for the last 6 months or so.   Very annoying.  Sometimes I can resolve it by unplugging and then plugging back in my rudder pedals, other times, I need to restart the flight.   

I guess - all Airbus Simplanes (also the defaults) are "infected" by this plague. I deinstalled all Versions using the Content Manager, after trying to taxi with the "default" A-320.

No idea for a solution.... . Or the "infection" causes by the FBW-Airbus. The deinstallation of this AddOn takes place in a suspicious quick time - in comparison of the installation.... .

Double assignment from parking brakes. Search parking brake in hardware assailment and check for any redundant assignment

...it's only the Keyboard - "CTRL+ . " that can cause conflicts. Stick and Pedals - no double assignment existing.... .

I use other simplanes as Airbus - no problems with the parking brake.... .

.. had this a couple times - solution for me was making sure there were no invisible tugs still attached to the plane.. with the Fenix sometimes the tug doesn't move but you are being pushed back anyway... maybe try the default pushback start and stop to see if that works? If you have tried .. im stumped
