I did mine back in 2009 in the Washington DC embassy so something must have changed policy wise. This is a privately owned UK company administering the program on behalf of the NZ government, so that may be the reason for that quoted statement. Presumably, non-UK or Irish applicants would have to work directly through the NZ Embassy in their country of residence. Fr. Yea when I googled that I probably grabbed the wrong links, when I did my immigration case I just called the DC embassy and they mailed me everything I needed.
