I have no idea, just guessing.

 

These are DLCs already complete just waiting to be unlocked:

Just look at BF3, there is actually DLC with bigger maps, so I guess we can expect same for SimCity (same publisher), and really its just a few lines of code to expand city area, even without changing a map itself.

So, players want that, it's possible to make, why not make a money on that.

 

@fridbergj I'm not forum police, but be very careful with advocating piracy here as the boss clearly point that it will not be tolerated.

@fridbergj, what you do in the privacy of your own home is up to you, but why you would discuss it publicly goes beyond me, and it breaches the ToS of this forum

And to top it all it is online only and DRM which is just sad. I am going to torrent this game mainly because I want to see how the game is I am not going to spend 60$ on a game that has some bug(I heard) and I have to buy DLC pack in the future to get more stuff.

 

This, people, is why such online-only DRM schemes exist.
