How do I enable it in windows?

You cannot unless you have a HDR monitor.  If you have a normal SDR gaming monitor (most monitors more than a year or two old) you are stuffed.

SU5 seems to work fine for people with HDR10 monitors that enable all HDR settings in Windows and game, but otherwise is a bit messed up.

I don't have this setting! I think my Monitor doesn't support it. I'm using Acer Predator XB271HK 😞

Sure - if you have a HDR device.

Most new televisions are HDR capable. Most gaming monitors are not.

my monitor is non hdr too, and i do not have this overblown picture issue.

i do use the usrconf.opt change tho and bloom off.

Same problem on a non HDR screen. It looks very bad, colors are bland.

It was perfect before SU5.

I tried to switch bloom off in setting but it doesn't change anything

Most users probably don't have an HDR monitor unless they have one that is fairly new, and a more expensive model

So DID this improve with the hotfix or not?

Well, it DID, for me. But who knows these crazy days....

You are like me non-HDR, I suppose? I think it's still too bright but it doesn't bother me anymore so much, so I guess (?) something changed?

Non HDR. If something, slightly more on the bright side. But scenery seems unsaturated and more realistic to me.
