Before you spend all that money on PC hardware see if you can borrow or perhaps you already have a Samsung 4KTV in your house and try that instead of your Viewsonic. The reason is a lot of 4K TVs have built in Frame generation similar to the lauded Frame generation of the 4000 series GPU's. All you have to do is set your refresh rate to 29 or 30hz in NCP and turn on Vsync in MSFS options menu. Then in the TV setting menu accessed via the TV remote control go to: Picture> expert setting> Auto Motion Plus Setting> Judder Reduction and set the slider to 10. Exit the TV menu and start a flight. Then watch the magic on screen. The 30fps the GPU is sending to the TV will be turned into a blissfully smooth 60fps on the screen by the TV's build in Hardware. I'm using a Samsung UN55NU6900 and this approach has been working a charm for me about 3 years. 

I also have a 4K Samsung but when I enter the expert settings, the Judder Reduction and a few other settings are greyed out. How did you manage to change that setting? I have my PC connected via HDMI and the source is set to PC.

Settings>Picture>Expert Settings>Auto Motion Plus Settings>Auto Motion Plus>Custom

This will then 'ungrey' the other settings so that they can be adjusted.

Did you reinstall the OS when you installed the 5800X3D?

I did not reinstall the OS. Last night I tried the Process Lasso app and set FlightSimulator.exe as high priority and also set the I/O to critical. did a departure and a landing and this time did not notice any stutters.  Wil keep playing around and see if that did solve that issue. HOWEVER I still get a massive frame drop when what seems to be AI related CPU processing. For example, I tested the new KJFK scenery and my frames were around the mid 40s with no ai. Now I turned on the FSLTL injector and had the following set:

It started to load the static planes in and I was still in the 40s for frames which was good....then about 1 min in looking at the same direction my frames when to 15 and stayed there for like 30 seconds until it popped back up to 40ish. Anyone else have this issue of a massive drop stutter fest then it settles.

tried another flight and at the moment no stutters on landing using Process Lasso

My problem is that I can't even get into the Auto Motion Plus Settings because that is greyed out.

Judder reduction doesn't work at 60hz. 29 or 30hz with get you 58 or 60fps on screen. Just do it. 30hz is compatible with your TV.

I'm currently attempting to run my system with my Samsung 4K TV and I've encountered the same problem. The only refresh rate that appears to 'ungrey' the Auto Motion Plus Settings in the TV is 24Hz. Any other setting, inc 29Hz, just leaves them greyed out ?

Any thoughts ?

 

I had a 3070 and it's simply not good enough for MSFS in some situations. The reason being is that it doesn't have enough Vram. My guess is that your stutters are caused when your Vram is full. Usually this happened to me in the top tier payware (Fenix, PMDG, milviz 310r, JF 146) coupled with a payware airport.

This even happened at high rather than ultra textures.

I deliberated between the 4080 and the 7900xtx and went with the AMD product as it better fits my use case. I'd recommend finding a card with at least 12gb of Vram (more to future proof yourself).

This whole lock your fps at 30fps thing is such a hangover from the p3d/fsx era. There really is no need to do this anymore. Mid range hardware will push 60fps in this sim and it looks substantially better than 30fps!

 

It makes sense on the box with it's ancient and low end hardware, but not for someone running a 3070 at 1440p. Try dropping the textures to high. It'll likely alleviate the Vram usage significantly.

set to 24hz first then set Judder reduction setting in TV menu to 10. Then exit the TV menu. Then change the refresh rate to 29hz in NCP. The judder reduction setting might still be active. It would be on my TV. I have on occassion noticed that to make Judder reduction available in the first place I've had to start at 23 or 24hz and then once its activated I can go up to 50hz with it still working. You should be able to see the effect on smoothness though at 23hz or 24hz with judder reduction active because you'll be getting 46 or 48fps respectively on screen. There are a few other tricks if you can get it working to your satisfaction that I'll share with you to improve the experience. Let me know how you get on.

Just to clarify the situation, if I set refresh to 24Hz, with AMPS enable, it works as the option is enabled in the TV menu and the sim is definitely responding to it (very smooth). However, if I then set the refresh to 29Hz, the TV option is not only greyed out, but AMPS has definitely stopped working in the sim.

I can set 25Hz refresh and it still works in the sim, but any higher then it does not.

Just out of interest, does the effect of AMPS cause the frame rates to be displayed at the new rate, or will they remain at the rate before being processed by the TV - at 24Hz, my frame rate still shows 24fps both in dev mode and RTSS ?
