4k TV with a 4070 ti poor performance

CPU Lite Load is set to 5 in the bios (this dictates the voltage and was set at 12 by default). 

Hyperthreading is on. 

Temps in Cinebench are around 80 and around 65 max in MSFS. The chip now pulls around 150-160w as opposed to 250w at stock settings. 

The cooler is a 240mm AIO by Deepcool.

Why don’t you use the motion processing on your 4k tv ? I believe every brand nowadays have this. 
this was a total game changer for me in MSFS (using a Sony 4k tv) you just need probably a minimum gpu 3080 to be certain to achieve at all times min 30 fps (set your tv to 60hz then in msfs vsync at 1/2 frame) and then the most important use motion processing of your 4K tv … the result is just mind blowing in terms of fluidity ( honestly can hardly get a single stutter even in  fenix in payware airport , taxing , panning , etc…) 
 

Surprised no one ever talks about this. 
please see this video same principle  , this was done 2 years ago already …

It varies depending upon the make. On my 2 year old Samsung, it's called "Auto Motion Plus Settings" and lives in the "Picture" settings menu options. 

Interesting! Any ideas about the settings in a LG-tv..?

I had tried this a while back on my 55 inch Sony X90J but I found that whenever I enabled motionflow the mouse lag was simply awful and made the sim very hard to use 

How did you manage to make this work?

Don't have any lag here just some tiny artifacts on the edge of the windshield but barely noticeable really. 
My Sony is a 43inch 2020 model. The technology is Motionflow™ XR 400 Hz

Thank you all that replied and tried to help, i just upgraded my CPU to a Ryzen 7 7700x and what a difference, solid 60 fps's in 4k whit almost everything maxed out, almost no stutters, although i still have some random ones that i need to figured out why...but all in all im very happy with this combo now.
