Had stutters to the point I couldn't use the sim introduced by SU3.

Completely cured by SU4 and super smooth since.

I don’t (for the moment!) have stutters with the latest beta, but I also am trying hard to live an “all default” life except for aircraft add ons - default airports, no adding of ships, no loading up with the Drzweicki airports and city I own, no photogrammetry.

On my modest 10900K and 3070 this seems like it has cured my stutters.

OR the beta really is that good and I can add some things back.

But in general, flight sim and otherwise, I’m on a simplicity “kick”.

No meaningful stutters here no matter where and what.  Still do have some jerky rapid panning, but that is pretty much only when the scenario is ultra demanding and I have TLOD set too high for it.

The advantage of old age is I can't tell the difference (other than performance) between a TLOD of 150 and 400.  😵‍💫

I didn't vote because my experience didn't quite match the questions.

I downloaded SU4 and - confirming, I first thought, my worst fears of 'I hate updates because they always break something' - it was a complete stutter fest.  Pretty much unflyable.

But, there's a big, big BUT -

because when I dropped my settings to basically start from scratch and, as we are getting used to doing, to tweak them all up again bit by bit, I found that the clarity and performance was still there as pre-SU4, but at those lower graphics settings!!

My final change was implementing the new nVidia Smooth Motion setting...absolute transformation in my case.

So, with fingers crossed that SU5 won't undo all the progress when it comes out of beta, I'm getting the best visuals now ever...at much lower graphics settings.  And if I try going back to my original, higher, SU3 settings then yes, I get more stutters.

As I fly in VR stutters are commonplace, even with a 9070 XT OC they still happen although they are indeed "occasional and don't bother me much". I still notice them during taxi/landing for seemingly no reason whatsoever (as described ad infinitum on these very forums!) but where they were single digits FPS monsters with my old GPU, they are merely a brief minor issue now whereby they're only just noticeable (the very fact they happen though proves Asobo still need to improve on this).

I still maintain the strength of the servers play a large role in MSFS smoothness as I do notice more stutters/performance drops at weekends than I do during the week, but without hard evidence that's a difficult one to fully diagnose and regard as fact.

The main thing is he is flying a light performance hit plane just like the HJET.

So maybe the question should be which plane / scenery do you have the most stutters with?

The results could be revealing.

I have plenty of videos on my site, flying inibuilds, PMDG, and flightfx, to name a few some in JFK, LGA ...so, you're point being what?
