Navigraph? That's used for navigational data, like...to be used for departures and approaches, but I can't imagine it has even the slightest thing to do with weather. So I gues my answer is...no, it doesn't need to be updated regarding a database. It only needs updating in case there are program specific updates (fixed bugs and so on)

There is a flight planner built into AS2012 but it doesn't recognise fixes anyway so Navigraph type updates for it aren't required.
