How can get max RPM on the ground?

 

I've been filing CRQ SDM for 13 years and in 99% of the time have never got TEC published route

There is no route I see between CRQ and SDM - that's probably why you never get assigned one

I'm not sure what that means...  but I'm making the point that the reason you don't get a TEC route is because there is not one published from Palomar to Brown.  Many other airport pairs have published TEC routes and you're more than likely to receive the routing.
