Those updates are distributed by MS individually to avoid the servers being overloaded. It would be impossible if all Windows 10 users get the update on the same day. My Surface Book for example also not yet received the update...

I'm on 1903 since one month now (updated with the Windows Creation Tool). Did not had any issues on my Desktop PC, my Notebook had some sound issues which I fixed applying some standard sound drivers.

P3D is on my Desktop PC and had no issues at all.

Installed, zero problems

I don't know how dumb I can possibly be, but I installed this without thinking about it. Started up P3Dv4.5, elevator control doesn't work, VJoy driver doesn't work, so I can't use RealTrim. Just rolled back to 1809, hope it fixes everything.

(1903 also screwed up other things - VPN no longer working, etc.)

Edit: rolled back to 1809, everything back to normal.
