Good find! Although for me, Microsoft game mode actually lowered my FPS significantly over NYC. My best results have been RTSS set to Scanline sync x/2 61 and Vsync in game to 60. For whatever reasons, this has worked best for me. My monitor is 60hz 1080p, i7-9700k, GTX 1080ti, 32GB RAM.

Saw this one in YT, hope it will help with the performance issues that some have:

I am so  tired of non simmers doing performance benchmark on fps friendly plane. Try to get 60fps in a A320/B748/787 in cockpit view and we can talk. This is absolutely rubbish.

I typically like Jayz2cents but this is like "lower your settings to get more FPS".  Well duh!

Sorry, but what is THE ONE recommendation to all (Prepar3D) simmers who want more FPS?

That is the worst "how to" video on any simulator I've seen. The guy has absolutely no clue what he is doing and is clutching at straws with random settings that he does not understand. It is never a good idea to tweak fps by starting with everything turned up then reducing lucky dip settings.

The only methodical way is to start with a blank canvas - ie everything set to minimum, then gradually and one by one adding a higher setting on ONE slider and seeing the impact. This additive, rather than reductive, approach is much quicker in the long run.

This improved things for me with a Nvidia GTX1060 and i7 Processor, the c172 flying from Detroit - the fields weren't stuttering anymore as they went under the plane.

Hopefully Microsoft/Asobo will work to refine this sim, otherwise I don't really want to use it like this.....graphics card is so noisy!.
