the fact is the 4090 is faster than the 3090, and frame generation is game changing.

Which I never doubted. But obviously my initial statement was to complicated for most low level comprehension people here only capable of understanding simple things and using semi-religious arguments like «no need to do the maths, I see what I see». Useless to continue on such a level, so my verdict: you are for sure right.

So am I right in thinking that the only prerequisite to get the full potential from this card is DX12?

I am in doubt between the 4080 and 4090..
I will use it for FG and probably cap it on 60 FPS on my 60HZ Sony TV.

Or maybe not use FG at all...

The difference  here in the EU is about 600 euro's

A data point... My RTX 4090 using FG and locked at 60 FPS@4k, my GPU utilization averages about 40% with occasional peaks into the low 50% range (on the tarmac at EGLL in the Fenix A320, ultra settings, 400 TLOD).

So better go with the 4090?

I make it a policy never to tell someone how to spend their money! I will only say, if I weren't interested in VR, I'd probably have gone 4080.
