If you don't enable HAGS, you can't use frame generation. Required setting.

According to who? My energy bill went from £150 per month to £350. Even if the prices come back down, the ‘new norm’ would be £250 a month. A £100 increase. Same with food, travel, clothes, petrol etc etc etc. 

is 850Watt PSU enough for a 4090 ?

Seriously considering the 4090. I thought it necessary to use DLSS 3, but you do not ?

Hardware Accelerated Graphics Setting.  Its a setting in Windows.

I'm using it with a 6 year old 850W PSU at 600W power limit and haven't had any issues.

Nope you can run TAA with frame gen.  Dlss3 does give a little better perf at cost of clarity .

If I remember correctly, some found that disabling it helped reduce stutters with some video cards.
