If I recall correctly, it said on my order (Premium Deluxe Super Sexy Love You Long Time version) from the MS store, that it would be available at 23:00 GMT on the 17th

I can't find it on the Store, but I recall when I originally purchased, that I was advised the available time was 00:00 on the 18th. Just over 20 hours from now.

Mine was showing 0100 in Atlantic Time, UTC-3

me as well, for New Brunswick, 1 am (BTW it's UTC-4 not -3 me thinks)

so it must be Eastern time release at midnight, just like most things

What date? It can't be midnight @ Eastern Time. I have August 18th 2020 00.00 - which is Midnight CEST (UTC +2)

These timestamps doesn't make sense to me...

Atlantic is UTC-3 in the Spring/summer and UTC-4 after the time change in the fall.

Residence Germany
For me, this means 00:00 CET tonight

Doesn't make sense... what does it say for the time? 
If you have August 17th 2020 00.00, then we're at the same time-zone - but (for some weird reason) 24 hours apart... 😕

I can change my regional settings in Windows 10 (follow guide here).

  • If I set it to Australia I get a release time from Microsoft Store at 17th of August at 04.00 PM.
  • If I set it to Germany I get 18th of August at 12.00 AM
  • If I set it to United States, I get 18th of August at 06.00 AM

I have no idea of whether or not this affects if you (in theory) can download it earlier by changing your regional location in Windows 10?!

Nah it will check where you are via IP address.

Most likely, yes. 

If I set Kiribati (earliest timezone (UTC +14) I get 17th of August at 12.00 PM...
