If that's the case then it should be available for people to download:

  1. Mountain Time Zone - Aug 17 @ 10pm
  2. Central Time Zone - Aug 17 @ 11pm
  3. Eastern Time Zone - Aug 18 @ 12am

The MS Store shows you local times depending on your computer’s time zone. Just try accessing the MS Store in Australia and New Zealand. 
They both translate to 1400 Zulu on Monday, August 17.
This also happens to be August 18, 12 AM in those places.

That would be a bit odd given that there is a two hour time difference between NZ and Australia.

12am 18th in NZ is 1200 Zulu 17th for the record.

It doesn't go by your computer settings, it goes by your ISP

I live in New Zealand so not worried we will be first, you could change your computer settings all you want but you are connected to the internet in the USA, good luck won't work

I haven't purchased from either I was going to wait to see which server was downloading first, this confirms MS Store will be first for my timezone, therefore the choice is made. I'll purchase it 5 minutes to midnight from the MS Store then

I am currently taking the biggest L ever. Bought on Steam and live in Australia. RIP +10Hr wait.

For me it's easy. Buying from Steam, it'll unlock just when I get up in the morning on Tuesday. I guess I'll install the launcher on Steam, start it, and MSFS can then download the content package while I'm at work.

Does anyone know if windows store app will automatically start the download when it becomes live? 1am my time, not sure I want to stay up just to start it...

I'm fairly certain (like 99%) that it doesn't. And exactly how and why should it do that? You could set an alarm, if you're really set up to downloading it throught the night. Or you could - and I know this sounds extreme - do like regular mortals, just set it to download, when you get up tomorrow morning. 🙂
