Is there anyway to start a flight without the engines running?

Start at a stand/gate

I believe if you start at a parking spot instead of on a runway, engines will be off. At least that's been my experience.

This also happens to me when I load a saved game, quite annoying.

Yea, I also always start cold and dark, but I think you do have to select a stand for that to happen and be sure you do not have any assists enabled.

Here is my ongoing issue. I have all assists turned off, and choose to start at any major airport gate in the airbus 320neo. However once loaded in, my plane immediately starts turning on (batteries, APU, fuel pumps, all of it) and the only thing left for me to do is pushback and takeoff.... I cannot find a solution someone please advise!!!

Have you checked that you doesn't have a button that is turned on and configured to CTRL + E on your controller? Otherwise, I do not know what could be wrong.

Sorry I can’t help so it must be something at your end, absolutely no problems here for me starting cold and dark every time no matter which aircraft

If you start on the ramp in a parking spot the aircraft wil be cold/dark.
